Established by the Legislature in 2007, the College Bound Scholarship program provides financial assistance to low-income students who want to achieve the dream of a college education. This early promise of financial aid is intended to alleviate the financial barriers that prevent low-income students from considering higher education as a possibility. The scholarship covers the average tuition (at comparable colleges), some fees, and a small book allowance.


Students who meet one of the following requirements are automatically enrolled in College Bound:

  • Students who are in public school and eligible for free-and-reduced price lunch in 7th, 8th, or newly eligible in 9th grade.
  • Students who are in state foster care, or a dependent of the state between 7th grade and high school graduation.

Some students do not fit into either scenario but are interested in applying for College Bound. Students and families can contact the College Bound program @ 1 (888) 535-0747, Option 1, or collegebound@wsac.wa.gov to apply if they meet one of the following criteria:

  • Attend a private school or homeschool program in Washington State and meet the income requirements.
  • Are in another type of foster care and not eligible for free-and-reduced price lunch.

The Northshore School District has a history of success in engaging families to pledge for the College Bound Scholarship. Recent data shows that for the Class of 2023, 85% of the eligible Northshore School District students have signed the College Bound Scholarship pledge (72% State Average), which is an increase from 77% the previous year (Class of 2022). For more data and information regarding the College Bound Scholarship, click here: College Bound Scholarship
